ACCOUNTABILITY IN THE GLA BOARD
"In ethics and governance, accountability is answer ability, blameworthiness, liability, and the expectation of account-giving. As an aspect of governance, it has been central to discussions related to problems in the public sector, nonprofit and private (corporate) and individual contexts. In leadership roles, accountability is the acknowledgment and assumption of responsibility for actions, products, decisions, and policies including the administration, governance, and implementation within the scope of the role or employment position and encompassing the obligation to report, explain and be answerable for resulting consequences." en.wikipedia.org/wiki/Accountability A major and long-time problem with the GLA Board of Directors is the historical lack of accountability of often a majority of directors. Being unaccountable is dishonest, deceitful and unethical. Historically, there have been and still are directors who are unable to separate their roles of church and state and who consequently are unable to represent all landowner members equitably and fairly. As a result of their fealty, members of their church are given special treatment and favoritism while those landowners who are not in their church are abused, manipulated, lied to, ignored, belittled, singled out, decreed against and otherwise mistreated by these CUT-affiliated directors and their supporters. Furthermore, these directors operate and often vote as a clique, and attempt to make policy and direct the association by undermining any attempts by landowners or other directors for full transparency and accountability. All of this is simply about power and control of the GLA by a small group of radical, hard-line CUT members/directors who have been elected or intentionally appointed to the board by the board when a vacancy occurs. Perhaps more moderate CUT members of the GLA can open their eyes and hearts and see the divisive damage that those they have elected have perpetrated on this community, which is composed of both CUT-affiliated and non-affiliated landowners. Presently there are three North Glastonbury CUT-affiliated directors who have been instrumental in developing a greenhouse for the CUT community who have abused their positions as directors in favor of CUT at the expense of an adjoining landowner and, in fact, the entire GLA community. The public trust in these directors has been severely damaged. If these directors are permitted to force their transgressions with impunity and remain unaccountable, the entire GLA continues to suffer the consequences. It is high time that landowners of the association demand full disclosure, transparency and accountability by all directors. If a director is unable to perform appropriately, she/he should resign. On Monday June 12 the board will meet at 7pm at Emigrant Hall for their monthly meeting. They will be appointing a new director for South Glastonbury to fill the vacancy created by the resignation of a board member who would not be accountable. At least two potential candidates are being considered. Please plan to attend to witness the proceedings and to demand accountability of all directors present and future. GLA Board Meeting - entertaining drama but landowner's lives put at risk The GLA Board Meeting of June 12th was a theatrical production that Broadway would have a difficult time competing with. The usual actors, many long time CUT affiliates and board members put on a dramatic show. Subversion played a major role, actors blatantly lied to landowners and when cornered offered false apologies. Discrimination against newcomers was on center stage along with favoritism towards CUT affiliated members. One director blamed a landowner who complained of directors trespassing on her property. The director said that because the landowner not have a fence in place no one knew they were trespassing! When it was brought to the director's attention that the fence was taken down by the trespassers she adamantly denied that happened. Some director's were caught snoozing on the job. Other's appeared to be putting on an earnest look while desperately trying to understand the subject under discussion. As reported earlier parcel SG-84D has a driveway that is a danger to the parcel owner and anyone driving past. The Forum brought the safety violation to the attention of the GLA Board but they chose not to enforce existing road and driveway standards. The present owner of SG-84D was not interested in fixing the problem either. Seemingly he was oblivious to the likelihood that the drivers most likely to get t-boned and injured are him and/or his wife when they exit their dangerous driveway. It appears that the community will have to wait until someone is seriously injured or killed before action is taken.
Other meeting highlights include:
- Regina Wunsch was appointed to replace resigned Director Ed Dobrowski. Regina is now officially the new GLA treasurer as well. Kathleen Rakela also vied for the position but bowed out at the 11th hour.
- Several more liens have been filed and the Board discussed sending out collection letters.
- The secretive Secretary, Director Murphy presented a list of confidential topics that Board members may NOT discuss with anyone except fellow Board members. Murphy and the Board also nixed the Forum's request for voter sign in sheets for the years 2014, 2015 and 2016 even though County records of the same nature are available upon request. Secretary Murphy is noted for her penchant to stamp "Confidential" or watermark "Do Not Copy" across many landowner accessible and meeting documents.
- A new Road Policy draft will be sent out to the landowners for a 30 day review. Director Kehoe and apparatchik Murphy lamented that the new road policy lacked the snippet from Covenant 8.01 c that was previously used to justify denying certain landowners, most who by coincidence are not affiliated with CUT, road maintenance and plowing services. Instead the new draft Road Policy is based on a FULL reading of the Covenants and promises road service to all landowners as long as the funds are available.
- The Communications Committee was full of high drama. As usual landowner complaints were ignored or perversely turned around where blame was cast upon the person who dared to complain. Time does not permit us to detail the lies, fabrications and blame game tactics employed by one director and abetted by others. However we can tell you that the most egregious violator who uttered bald faced lies that were quickly uncovered, was censured by the GLA Board. Director Charlotte Mizzi who is also a CUT minister was strongly condemned by the GLA Board for violating her fiduciary responsibility to the landowners as outlined in the Covenants. Director Paul Ranttalo was also censured for violating his fiduciary responsibilities to the landowners.
- The legal status of several North Glastonbury roads was questioned. It was recently discovered by a new director that the GLA landowners paid for maintenance and snowplowing for private roads that were on church property for almost 20 years! The Covenants clearly state that the GLA is only responsible for the original platted road network. None the less, CUT member Director Kehoe argued that the GLA really should maintain these roads because they always have. The Board decided otherwise and voted to let the church know that it was now responsible for it's own roads.
- The meeting ended sometime after 11 PM. The Forum was too tired to notice the exact time.

For those who do not understand what censure means, or the severity and implications of the act, including the board censured directors Mizzi and Ranttalo: Censure: A formal, public reprimand for an infraction or violation. From time to time deliberative bodies are forced to take action against members whose actions or behavior runs counter to the group's acceptable standards for individual behavior. In the U.S. Congress, that action can come in the form of censure. Censure is a formal and public condemnation of an individual's transgressions. It is stronger than a simple rebuke, but not as strong as expulsion. Members of Congress who have been censured are required to give up any committee chairs they hold, but they are not removed from their elected position. Not surprisingly, however, few censured politicians are re-elected.

Secretary Murphy alludes there is no more "black hole" (which means there was one before). And in truth it still exists. The majority of directors would rather sweep stuff under the rug or black hole it, rather than deal with it openly and honestly, consistent with the old-line practice of secrecy and deceptiveness. Fortunately, some directors are advocating and voting for transparency, but some CUT-affiliated directors are still digging in their heels. Time is past due for change!
