December 7th, 2015 GLA Board Meeting - Synopsis The GLA Board held a monthly meeting at Emigrant Hall on December 7th from 7 PM to 12 midnight. Approximately 32 landowners were present at the height of attendance. Highlights of the meeting were:
- Officer Elections: Dan Kehoe and Ross Brunson chose not to run. Dennis Riley and Charlotte Mizzi ran for President. After TWO tie votes of 6 to 6 Charlotte won and became the new President. Dennis was then elected Vice President. Charlene Murphy and Dorothy Keeler ran for secretary. Charlene Murphy voiced concerns that the Board minutes as currently written may be illegal and she promised to address that issue as secretary. Rudy Parker ran unopposed for Treasurer and was reelected.
- The contentious issue of opening the meeting with a prayer was decided upon. The Board chose to have a moment of silence instead followed by the Pledge of Allegiance.
- New Committees were formed and staffed.
- Charlotte Mizzi promised to make all monthly GLA Board meetings once again physically open to all landownwers and there was discussion of having them at St John's church. It was recommended by a landowner that a Sargent of Arms be appointed to remove unruly people from future GLA Board meetings.
- Three co-chairs were appointed to the Road Committee. For the first time ever High South was recognized as being a unique district and deserving of it's own chairman; Dennis Riley.
- The issue of non-assessed dwellings was addressed. It was agreed by the Board to include many but not all dwellings investigated, in the 2016 assessment billings which represented an increase of $3,150.00. About 14 more properties are on the list to review just in South Glastonbury. North Glastonbury is scheduled for physical review in December.
- The Project Review Committee rejected the Buchanan application for a "shop" on SG parcel 41-A. Details and well reasoned arguments are provided in the above link. As far as this author knows this was the FIRST time the GLA Board has ever rejected a Project Review application. Please correct me if I am wrong.
- This is NOT an exhaustive synopsis and may contain inaccuracies. I urge all members of the GLA Board and the audience to add to this synopsis, correct my errors and comment on last night's GLA Board meeting. "None of us is as smart as all of us."

Thanks for your synopsis, Tim. It is refreshing to have some new board members and a new slate of officers (with the exception of the Treasurer). It is clear that the Treasurer is in over his head and does not know what he does not know based on the large number of errors in the financials since he reluctantly agreed to take on the office a few months ago. One would think that one would learn by their mistakes...not so in this case, so far. No one on the board seems to want to assume the position. I don't blame them based on the complex bookkeeping system that has been developed by past boards. At least the board has agreed, after much lobbying by landowners, to hire an accountant to hopefully provide us with accurate financials in 2016, and with Regina's wise guidance we may yet have a chance. Without Regina's and Sally's input where would we be? Up the proverbial creek. Let me also state that my intent here is not to bash or discredit the Treasurer, but to simply point out the obvious in a public forum. We must remember that the financials will only be accurate if the proper and timely entries are made each and every time. "Garbage in, garbage out" is the phrase that comes to mind. As Sally has pointed out in a letter to the board, the issue of establishing an accurate accounting baseline, including correct assessment income, is paramount to all other business of the association. This is the foundation of sound business management and must be the board's number one priority. I would like to thank the board for promising to conduct live monthly board meetings instead of meetings exclusively by phone, to the detriment of some local landowners. The stated intent to find a solution to include phone participation capability by landowners outside the area is also appreciated. Returning the venue to Saint John's Church is a good move. One disturbing comment by new President Mizzi haunts me. Upon assuming the chair, she announced that these monthly board meetings are for the purpose of permitting the board to conduct its business and that they are not landowner meetings. This is an old song reiterated from past boards. She stated that from now on landowners would only be permitted to comment during one of the two three-minute periods included in the meeting agenda but not in both periods, unless asked to speak by the chair. I understand her motivation for making this ruling based on the unruly behavior of some landowners (and board members) in the past, but there has to be a better way for landowners to participate in their own association's government. Therefore, I propose that we landowners establish our own open monthly meetings for landowner discussion of the issues at least 17 days prior to the board meeting so that we can request certain items be placed on the upcoming meeting agenda within the 15 day notice required. One item overlooked in the Synopsis was the tiff between Regina Wunsch and Treasurer Rudy Parker at the December 7th GLA Board Meeting. For the record: I emailed Regina and asked her to explain exactly what the accounting issues were that she was upset about. I wanted her to present her side of the story in this Forum so everyone could get a better idea of what the issues were. She has not yet responded to my email.
As I understood the dust-up Regina was upset that the Financial Statements were not 100% accurate. She mentioned a few problems and so did Rudy. The nature and scope of the problems seemed small and easily corrected. However they were not fixed before the Board Meeting and thus the financial statements were only 98% or so accurate. Clearly 100% is the proper goal.
Rudy continued on with his Treasurer's report and promised to fix the errors. The Board accepted his promise and agreed to have an email vote once the errors were corrected.
I think the community would benefit if both Rudy Parker and Regina Wunsch could find a way to work together and solve our accounting issues. I hope that both will use this forum to explain their views to the landowners.

I have been very concerned over our bookkeeping records for some time. Regina has given me enough hope things will get resolved so I have not sought an audit.
I've recently heard Regina is now refusing to work with Rudy due to what appear to be illegal actions and Regina does not want to get caught up in Court in a State review.
What will rebuild Member trust in accounting for how our assessments are used? Is an audit necessary? What's your opinion?

It has not been shown in this forum yet, but there was quite a debate on the Project Review for Mr. Buchanan. I felt sorry for him because of the timing of all communications, but must complement Mr. Kevin Newby on his professional response to the situation. Kevin was very attentive in listing to Mr. Buchanan's complaints of being blindsided on the need for there to be a residence in association with his building a shop/work area. Kevin had done an excellent job of referencing how our covenants require a residence and that lands within the Community can not be used strictly to support a business, either on the lot or for making and delivering goods. The audience appeared very supportive of enforcing the Covenants and requiring commercial activities be done only by residents.
The question raised is should the Community of Glastonbury follow the covenants in maintaining the Community as a rural residential community, or should non-residential businesses landowners be allowed to construct shops and work areas is very critical. I DO NOT WANT TO START SEEING A BUNCH OF QUONSET HUTS BUILT TO SUPPORT NON-RESIDENT LANDOWNERS. I hope the Board does not see Quonset huts as being within the design criteria for maintaining the nature of our community.
