Candidate Profile - Charlotte Mizzi for North Glastonbury
Charlotte Mizzi was born in 1940 in the country of Malta. At the age of ten, she emigrated with her parents to America. They settled in Jersey City, New Jersey. In 1958, Mizzi graduated from Dickinson High School in Jersey City. She married Robert Haley, had three children, Mark, Audrey and Alan. Charlotte Mizzi's government career began in the early 1980's, when she accepted a job as the Rent Leveling Administrator for Jersey City.
Rent Control was instituted in Jersey City in 1973. Rent Control required the Rent Leveling Administrator to see that landlords were not allowed "excessive" profits and that tenants were charged a "fair" rent. According to The Jersey Journal the program was controversial. Nearby cities did not have rent control. Both their average rent and the apartment vacancy rate were lower as a result.
In late 1992, the Jersey City newspaper, The Jersey Journal, noted that Charlotte Mizzi, an administrator with Housing and Economic Development, was appointed as Acting Director of Public Works. The previous Director, Michael Martucci, was suspended. He was being investigated by Jersey City Police for theft of city owned equipment and improper use of city workers. Mizzi continued working as the Rent Leveling Administrator.
On February 24th, 1995, Charlotte Haley Mizzi announced that she was running for Hudson County Executive. Wikipedia states "The County Executive is the chief officer of the county's executive branch who oversees the administration of county government and works in collaboration with the nine-member Board of Chosen Freeholders, which acts in a legislative role."
In late 1992, the Jersey City newspaper, The Jersey Journal, noted that Charlotte Mizzi, an administrator with Housing and Economic Development, was appointed as Acting Director of Public Works. The previous Director, Michael Martucci, was suspended. He was being investigated by Jersey City Police for theft of city owned equipment and improper use of city workers. Mizzi continued working as the Rent Leveling Administrator.

On May 20th, 1995, The Jersey Journal ran a front-page story stating that Mizzi "has unleashed a blistering ad campaign that claims the incumbent, Robert Janiszewski, was twice 'arrested and released without being booked for soliciting a prostitute'." Mizzi's allegations were termed "a despicable act of a desperate candidate" by a spokesman for Janiszewski. The Jersey City Police could not find any record of the alleged incidents. On June 7th, 1995, Mizzi lost the election by a four to one margin. She was accused of "mistakes, untruths and slime" by the winner.
In a front-page story on Friday, December 13th, 1996, titled "Mizzigate," The Jersey Journal wrote that Mizzi took thousands of dollars from landlords to finance her ill-fated campaign. Her critics demanded her resignation as the Rent Leveling Administrator of Jersey City. Mizzi claimed that the donations were "loans" and said that she took out a $50,000.00 mortgage on her house so she could repay them. Mizzi then complained that she was a victim of a "political smear."
At the end of 1999, Charlotte Mizzi retired "as director of the Division of Tenant-Landlord Relations to follow her dream of becoming a minister" in Church Universal and Triumphant (CUT), where she "currently served on Board of Trustees." The Jersey Journal announcement continued "Haley Mizzi joined Jersey City government in 1973, when rent control was implemented under Mayor Paul Jordan. She served as chairwoman of the Rent Leveling Association of New Jersey from 1986 to 1992. In November 1992, she was acting chief of staff for Mayor Bret Schundler, then served as public works director for one year. She was co-chairwoman of Schundler's 1993 campaign, and in 1995, she ran for Hudson County executive."
Mizzi moved to North Glastonbury in the year 2000, and quickly became involved with CUT and the Glastonbury Landowner's Association (GLA). According to Mizzi's 2017 Election bio, she "served on the Board for eight years from 2002 to 2010". In the same bio, Mizzi speaks about a "vision" she has for the decrepit CUT owned soccer fields and rodent infested "clubhouse". Mizzi states, "I would like to see this area developed with a community center facilitating activities such as sewing groups, exercise room, table tennis, etc. for our members. The building can also be a place for our GLA meetings and office. My vision encompasses a walking trail with beautiful trees and shrubs. The parkland need not be supported by our GLA fees. Just as the soccer field was developed by donations, the parkland can be funded by donations and grants". As Chair of the Community Property Committee, Mizzi extended her vision to include a swimming pool and spa. She also spoke of a CUT cathedral that would be built across the street from the spa.
The soccer field property belonged to CUT; not the GLA. Donations were not solicited or forthcoming. Mizzi often ignored the votes of her Community Property Committee and made decisions unilaterally. The GLA Board voted to put all plans on hold until the CUT encumbrances upon the land could be removed. Then, at the GLA Board meeting on July 2017, the Community Property Committee was disbanded by a unanimous vote, and all matters consigned to the Legal Committee. In 2016 Mizzi was elected President of the GLA. One of her first actions was to institute a meeting "Decorum" policy that was never discussed or voted upon by the GLA Board. Landowners were silenced after three minutes by Mizzi pounding her gavel. As a consequence critical financial information was not allowed to be discussed. In March of 2016, the Forum witnessed President Mizzi screaming at a landowner that “all Board Members were volunteers and no criticism would be allowed” when, during the landowner’s three minutes to speak, the landowner discussed the subject of a Shadow Board. Pounding her gavel, Mizzi told the landowner to get up and follow her (to the door). The landowner ignored Mizzi’s demands, and with her three minutes still ticking, stated that “we still live in a country of free speech.” Mizzi then called forth the son of a director, whom she had asked to be the “Sergeant-at-Arms,” to remove the landowner from her seat. The heat of the moment was released when an ex-board member in attendance ordered the teenager to “Stand down!”. GLA Board meetings moved to Mizzi's home and landowners were banned from physically attending their landowner’s association business meetings for at least six months.

At the June 17th, 2017 GLA Board meeting, Mizzi was officially censured for violating the Conflict of Interest Policy, which required her to protect the property rights of GLA members. It was determined that, as a party of interest in one of her non-GLA endeavors, she had supported that endeavor instead of acting to protect the property rights of a GLA landowner.
In April of 2018, thirty landowners signed a Collective Formal Complaint against Charlotte Mizzi. They charged her with Gross Abuse of a Board Position and meticulously documented 54 violations of the Covenants, Bylaws and GLA Board policies.
In her written response, Mizzi stated, "The complaints are from Ia Williams and Chris Williams and Sally Muto who have been harassing me for the past three years. The nature of the complaints has no merit".

Having lived in North Glastonbury for the past 19 years, I have been grateful to serve this community in several capacities, including as a board member on the Glastonbury Landowners Association from 2001 to 2008 and from 2014 to the present. During the early years, I worked on the Master Plan and was chairperson of the committee for its development. I currently serve on the Finance Committee, the By-Laws Committee and serve as the Secretary to the Board.
Having lived in North Glastonbury for the past 19 years, I have been grateful to serve this community in several capacities, including as a board member on the Glastonbury Landowners Association from 2001 to 2008 and from 2014 to the present. My professional background has been in administration. I worked for the City of Jersey City for 27 years in progressively more responsible positions including as Rent Leveling Administrator, Chief of Staff for the Office of the Mayor, Public Works Director (2 yrs.) and Acting Mayor when the Mayor was away. My last job was at a large ranch here in Montana working for 91/2 years as Property Operations Team Leader, which included handling infrastructure upgrades as well as road and fleet management.
I would like to see our Parkland be a place where our community can enjoy the beauty of the area, relax and meet neighbors, and where the spirit of community comes together in peace and tranquility.
