There has already been some discussion in the community and at GLA committee and board meetings about what should be done about the soccer fields property in NG. I am not against proper and planned improvement or development of the property, but it belongs to ALL GLA landowner members and they need to be included fully in the process. I offer the following observations and thoughts:
The GLA board has approved about $1,800 in the proposed budget for 2016 for the soccer field property including $800 for "building maintenance (repair rotten wood and paint)". No money should be spent on the soccer field building without first developing a comprehensive plan for its use. To put any money into a building without considering its future use is just a waste. Use that money judiciously, or some of it, to develop a plan. There are a number of ideas being floated such as converting the building into a community and/or GLA meeting place and GLA admin center. I am in favor of a simple plan to this effect if the money can be found or ethically raised, and the project can be done with volunteer labor and general contracting. This would make for a great community building project if properly planned and executed. I do not advocate spending any money for temporary whimsical beautification, such as painting, when there is not a clear, comprehensive plan and budget in place.
The building has been sitting unused and vandalized for years and the GLA has been putting monies into the property for no good reason. It would have been better to put what money that was spent on fields into caring for the building since the fields were not used. Now that the building has been neglected and allowed to deteriorate to its present state, it seems useless to me to invest any money until a plan for that property is developed. That should have been addressed before now, but it wasn't. That is poor management on the part of the board.
I don't think money should be spent on irrigation or mowing until a plan and proper budget is addressed. It is now November. Surely the Community Property Committee can develop a comprehensive plan for the management and development of the property before the next irrigation/mowing season begins in about six months. I do not believe that green soccer fields enhance the values of our properties, especially when the building and surrounding grounds are left in such poor condition and disarray. It looks like an abandoned piece of property, except for the soccer fields, which diminishes property values as it presently appears. A comprehensive plan and proper budget, not band-aid maintenance, is needed to address all these issues. If one is concerned about the appearance of the property, an immediate improvement at no cost would be to remove the ugly, dilapidated sign on the property.
Proper and thorough planning and execution is the answer to most of the problems the GLA has been experiencing. The board's reluctance in the past to seek out or listen to landowners' input has contributed greatly to this situation. Hopefully, with new board members in the mix, things will change.
