2021 - Well Drilled Without GLA Review and Approval
On May 12, 2021 the Glastonbury Landowner's Association(GLA) was notified by email that an illegal well was being drilled on South Glastonbury parcel 84C. The well was never reviewed or approved by the GLA Project Review Committee and board as required by the Covenants, Section 6.02. Multiple problems exist with the well. The well is too close to the road easement. Many of the original road easement "T" posts are also missing and some appear to have been moved closer to the road. The well may also not be set back the required 50 feet from parcel boundaries. And it may be too close to an adjacent property's septic system. All of this is unknown until a thorough review of the project, by the GLA board and Project Review Committee.
The owners of SG-84C are required to follow the Covenants. However, since they were a part owner in SG-84C, the Master Plan does not apply to them. SG-84C was originally a Tenants in Common (TIC) property created by Church Universal and Triumphant(CUT). As such this property is also subject to the 1993 court settlement between CUT and Park County.
Parcel SG-84 was surveyed and legally subdivided around 2018. The original 1982 plat maps and 2018 surveyor maps should be carefully studied so the road easement and parcel boundaries can be clearly identified.

Parcel SG-84C pictured above, also contains an above ground steel storage container that was the subject of a neighbor's complaint to the GLA in 2005. Per a motion in the September 1999 GLA Minutes 6.3, steel storage containers were banned for above ground use by the GLA board. Despite a clear ban, no action was taken by the GLA board in regards to the 2005 complaint.
Knapweed is a serious problem in High South Glastonbury where parcel SG-84C is located. The disturbed ground should be reseeded immediately and carefully monitored for weeds. This is just one of the many reasons the GLA is required to review all well drilling applications. Property values can decline due to Knapweed infestations.
According to unnamed sources, the parcel owners contracted for the well almost one year ago. They have already decided upon a septic field location and plan on building a house on SG-84C in the future. The owner of SG-84C is an old time landowner who has agreed to follow the 1997 Restated Covenants. As of June 2, 2021, the GLA board has taken no action in regards to the Covenant and Board Policy violations.
