The Glastonbury Landowner's Association (GLA) 1st quarter financial reports were just released to board members. They are no longer emailed to landowners and have not been posted on the GLA website for many years. The Forum has obtained a copy and you can download it here.
The 2021 year-end GLA Financial report showed that 65 parcels were behind on their assessments. There are 413 parcels. On average 15% or about 62 parcels per year do not pay their assessments. The March 31, 2022 GLA Financial reports show that the number of parcels in delinquency has skyrocketed from 65 to 126. The Forum has spoken with several landowners who are on the delinquent list. Many explained that they were withholding assessment payments due to the general dysfunction of the GLA. The biggest issue was money being spent, "wasted" as one said, on lawsuits. The second most important reason for not paying was the two canceled Annual Elections; 2020 and 2021. "Why should I give money to an organization that will not allow me to vote for two years?" one landowner stated. Project Review was another big issue. Three landowners complained that many people were building without getting permits or paying fees.
Several landowners have enclosed protest letters or notes with their GLA assessment payments. Their comments are scanned by Claudette Dirkers and then shared by email with all board members. Those landowners voiced the same complaints as the folks we communicated with. Too much money spent with attorneys, too many landowners building without permission, and a board that by most accounts is utterly dysfunctional.
On March 25, 2022 the Forum reported that approximately 33% of parcels were behind in their assessments. We were not sure of the figures then, but now we can confirm them. As of March 31, 2022 30.5% of all parcels are behind in their assessments. That represents almost a 100% increase in the number of delinquent parcels in just three months. It appears that landowners who were denied ballots are now voting with their checkbooks.
