The 2022 Annual Election had a tie vote in North Glastonbury. Both Kozlik and Squires received 51 votes. Landowners and at least one GLA Director has called for a recount and transparency so the tie may be verified. This was the first time Accounting and Tax Solutions counted GLA ballots. Errors were made in 2020 when the GLA tallied ballots. A newcomer to the process could make mistakes more easily. But no recount has been scheduled.

6. In the event that the open Board positions cannot be filled due to a tie vote between candidates, there shall be a run-off election between those candidates. Notice of the run-off election shall be mailed, delivered personally, faxed, or e-mailed by the Secretary, or other person designated by the President, to each Member within the affected area (Glastonbury North or Glastonbury South) within fifteen (15) days of the election. The notice shall specify the date and time at which voting shall close (not less than thirty (30) days from the date of the notice). Voting shall be mail-in, fax, or email only.

Judge Gilbert's court order issued on February 25, 2022, specifies that Swandal will oversee the Annual Election but must do so "in keeping with the Covenants and Bylaws of the GLA".
An election is when the people get to speak. A tie vote would be best dealt with by an audit and recount. If the tie still exists then the people should be allowed to speak again via a runoff election. Gambling has no place in an election and should never be a substitute for the people's voice. A coin toss also ignores the will of the people when they approved Bylaw changes that allowed for a run off election.
