Some November 2018 Election Documents Released for Public Viewing
Election Officials Run for Cover amidst Allegations of Fraud

On December 17th, 2018 at the Glastonbury Landowners Association Election Committee meeting a trove of official documents were provided for public inspection. Only one copy of each document was available. Originally the plan was to only let meeting attendees view them and take notes. However, quick thinking, decisive action and official permission permitted the Forum to photograph many of the documents.
Unfortunately the GLA Board approved a motion introduced by the new Election Committee co-chair Andrea Sedlak that prevented the most important documents from being viewed by the public; copies of actual ballots and copies of the sign-in sheets. Those are crucial documents to help uncover the election tampering and possible fraud that appears to be perpetrated at the November 2018 annual election. The vote to hide member records was one of multiple off the record motions and votes that occurred over email in the days following the Dec 10th Board meeting.

- Official Certification Of Election Results - Note the legal language at the top which was binding on the signatory. Signatures were blacked out on the copies we photographed but they match the printed names below. The documents were notarized.
- Legal Entity List - If the owner of a parcel is a legal entity more information is needed so votes may be cast in person.
- Customer Balance Summary - Page 1 of 2 - This is a list of landowners who have NOT paid their assessments and/or penalties in full by October 31, 2018. Thus they are not eligible to vote in the November Annual Election. Page 1 of 2.

- Certificate of Quorum - Treasurer Regina Wunsch signed the first line. GLA Board President Dennis Riley signed the second line because the GLA did not have a secretary at the time of the November annual election.
- Ineligible Absentee Ballot Envelope - Normally this envelope holds absentee ballots in their original small envelopes from landowners who have a past due amount and thus are not eligible to vote. For the 2018 November election the Ineligible envelope also held absentee ballots that were eligible to vote but cast by a landowner who also signed a proxy assignment. The proxy was perversely seen as the true voice of the voter and was allowed to trump the voter's absentee ballot. This is evidence of legitimate votes NOT being counted. The actual ballots were shredded with some of the GLA Board watching. Only photocopies of the outside of the small envelopes remain.
- Alleged Contents of the Ineligible Absentee Ballot Envelope - The actual contents of the Ineligible Absentee Ballot envelope were shredded with some of the GLA Board watching. The below photocopies represent what was allegedly in the envelope. Absentee ballots were switched at request for walk-in landowners and people holding valid proxy assignments. Even people who brought in printed copies of emails supposedly from landowners requesting that the holder be allowed to vote for them were honored. Charlene Murphy, co-chair of the Election committee approved of the actions taken and even had her absentee ballot switched for a walk-in ballot. Several Montana state laws appear to have been violated.
- North Glastonbury Absentee Landowner Votes Tally Sheet - The Absentee ballots are partially processed and tabulated before the doors are opened to walk-in voters at 9:45 AM. People who voted by absentee ballot are marked as such on the sign-in sheets. Invalid absentee ballots, still in their small envelope, are placed in the large Ineligible Voter manila envelope. Tally sheets are created as votes are counted.
- North Glastonbury In-Person Landowner Votes Tally Sheet - The in person ballots are counted after 12 noon and tally sheets are created.
- South Glastonbury Absentee Landowner Votes Tally Sheet - The Absentee ballots are partially processed and tabulated before the doors are opened to walk-in voters at 9:45 AM. People who voted by absentee ballot are marked as such on the sign-in sheets. Invalid absentee ballots, still in their small envelope, are placed in the large Ineligible Voter manila envelope. Tally sheets are created as votes are counted.
- South Glastonbury In-Person Landowner Votes Tally Sheet - The in person ballots are counted after 12 noon and tally sheets are created.
- Sign-In Sheets - Summary Pages Only - The Voter Sign-in sheets contain critical information but the GLA Board voted to keep those secret. They did release the final summary pages which provide ballot and vote totals for North and South Glastonbury.
- North Glastonbury Proxy Designation Forms and Requests - Several fraudulent and incomplete Proxy Designation Forms were created by the GLA Administrative assistant who was ordered to do so. Several landowners exchanged emails regarding voting and proxy assignments. Printed paper copies of those personal email conversations were brought to the Annual Election where the GLA Board voted to accept them as valid Proxy Assignments. This was in contrast to the very strict rules in place and applied to previous annual elections regarding acceptance of GLA Proxy Designation Forms, that must be signed and completely filled out. The GLA never received any emails nor electronic signatures for the above requests prior to voting to accept them at the last minute, in an ad hoc move during the last hour or two of the election.
