Road Costs of nearly $10,000 to be corrected
Former GLA Treasurer Regina Wunsch
attended the June 18, 2020 GLA Finance Committee meeting to bring
attention to a problem with the 2019 North Glastonbury (NG) road costs.
The problem is that the 2019 NG gravel road costs were understated by
$9,730 on the financial reports which were approved by the board at the
June 8, 2020 meeting. The ripple effect is that 2020 NG gravel road
costs are inflated by the same amount.
The 2019 NG gravel road costs are 173% over budget, not 122.2% as
reported at June board meeting. The 2020 NG Mag Chloride budget is 141%
over budget, not 167% as also reported
According to Wunsch, it is not possible to do anything about the 2019
year-end figures, since one cannot adjust year end reports after they
are sent to the landowners and taxes are filed. However, the 2020
figures can and should be adjusted for the sake of accuracy and clarity.
The fix involves a fund transfer from the NG Road Fund which can only be
done by board resolution, stated Wunsch.
A likely explanation for how this mistake happened is that some of the
2019 road expenses were paid in 2020, and that whoever wrote the check
for the 2109 invoices did not know or did not notice that the check(s)
should have been dated December 31, 2019.
When former Treasurer Mark Seaver resigned his office and director
position in November, 2019, the position of Treasurer was left open for
nearly three months, even though the Article VII Sec. D of GLA Bylaws
reads “All vacancies in any office shall be filled by the Board of
Directors without undue delay at any regular meeting or at a meeting
specially called for that purpose.”
Operating without a Treasurer during the annual election meeting in
November, at the end of the year when new budget preparations and annual
reports take a great deal of time and at the beginning of the new year
when assessments are mailed to the members proved challenging. Numerous
delays and mistakes (such as the above) followed. No financial reports
have been posted on the GLA website since early last fall. The board
did not approve the May Financial Report due to multiple errors.
During the time without a Treasurer, Tim Brockett volunteered to serve
as the Treasurer. As a director Brockett was already familiar with GLA
Financials and as an established businessman, Brockett had the
experience to do the job. He was not appointed. In the end Jean Carp
was appointed to fill a board vacancy and then promptly elected as
Treasurer. Carp is not a landowner, but because she was made a Legal
Representative for a property owned by CUT shortly before her board
appointment, she was technically able to accept the board appointment
and once on the board, she was elected as the Treasurer. Carp is new to
her director duties and her Treasurer duties.

25, 2020 at 7 pm at Liberty Hall.
