GLA Past President Violates Term Limits Bylaw Change
Glastonbury Landowner's Association (GLA) past President Newman Brozovsky is disregarding landowners by not stepping down from office. In August of 2020 landowners overwhelmingly approved the addition of a Term Limits clause to the Bylaws. Article VI (D) 2 states: A term is defined in Bylaw Article VI (D) 1 as "Board members serve for 2-year terms".
No Director may serve more than two consecutive full terms.
Annual Elections are required by Montana State law and by GLA Bylaws. Normally they take place around November 11; after the November Board meeting and before the December Board meeting. New Directors are then seated at the December GLA Board meeting. That insures a smooth transition of power and that the two year term is properly fulfilled. Bylaw Article VI (D) 1 also contains language that was not changed when Term Limits was enacted. It states:
In the context of two year terms and an Annual Election held between the November and December GLA Board meetings, the above statements makes sense. But if the Annual Election is indefinitely postponed then the above phrase can be interpreted to say that all directors retain their powers until another Annual Election is authorized by them.

In 2020 five members of the GLA Board led by President Newman Brozovsky and Director Charlotte Mizzi rebelled against Term Limits. They unilaterally consulted the Board attorney to buttress their case after they lost the landowner vote. That effort was rejected by the Board and President Brozovsky was censured.
The GLA Annual Election has yet to take place. It appears that the Board will violate Montana State law and the Bylaws if the Annual Election does not happen by December 31, 2020. Regardless of when the Annual Election occours two GLA Directors; Newman Brozovsky and Gerald Dubiel have served two complete and consecutive two year terms. According to the January 2017 GLA Newsletter both were elected on November 12, 2016 for two year terms. On November 10, 2018 Newman Brozovsky and Gerald Dubiel again won two year terms on the GLA Board. Both Directors have now served two complete two year terms as of the December 2020 GLA Board meeting. If they appear at the January GLA Board meeting each will have served 4 years and one month; a direct violation of the recently approved Term Limits Bylaw clause that limits directors to TWO consecutive two year terms.
