GLA Board Unable to Conduct Business
The bills are piling up, snow is accumulating and the roads are not plowed. The Glastonbury Landowner's Association (GLA) did not hold its monthly meeting in January. Why? The President refused to schedule it because he was "tired of people yelling".
Tens of thousands of dollars of Road bills from 2020 remain unpaid because of cost overruns, dubious charges and lack of a Board meeting to vote for payment approval. The Road Snow Plowing contract with Standish Excavation expired on December 31, 2020. It is questionable if Standish will even consider plowing in 2021 since the GLA owes him tens of thousands of dollars in unpaid invoices. It is also questionable if landowners want to continue working with Standish as the sole provider of road services for all of Glastonbury. Since Standish gained that powerful position, complaints concerning cost overruns, dubious charges and the quality of work performed, have escalated. The GLA Board is in violation of Montana State Law because they have not held an Annual Meeting in 2020.
The GLA has not posted Financial Statements on their website in over a year. Minutes have not been approved since July 2020. A 2021 budget has not been approved by the Board. The absentee ballots received by the GLA for the 2020 Annual Election cannot be 100% accounted for. Newman Brozovsky has refused to answer repeated requests for assistance.
The 2020 Annual Election originally scheduled for November 14, 2020 was "postponed" and no new date has been agreed upon. A petition to resume the Election has been ignored by five "old timer" members of the Board. The old timers signed another petition to remove the other 5 Board members, often called "newcomers" and are refusing to work with them. Email votes posed by the Newcomers to set meeting dates, resume the Annual Election and conduct normal Board business are being ignored by the old timers. Questions by some landowners and directors are likewise ignored by the old timers.
The Board must give notice of a date for the Special Meeting to resume the 2020 Annual Election by January 30, 2021. It is not clear what will happen if the old timers continue to block the Annual Election.

The Board cannot even agree as to how many Directors are officially on the GLA. Director Brockett and some landowners believe just 3 Directors are left. 6 had their terms expire in December and one resigned effective at the end of 2020. Newman Brozovsky still believes he is President even though Term Limits ended his term in December of 2020. When it suits him, he votes on email motions and has even attempted to schedule a meeting to answer the Parker petition to remove 5 other directors. Brozovsky, along with 4 other old timers seem to be putting all their efforts into removing the other 5 directors. To their credit, the 5 newcomer directors scheduled for "beheading" as one director has put it, are actively working to conduct Board business. They are the voice of reason on the Board email system and have presented many solutions to problems. All are routinely ignored and often denigrated by the old timer 5 who refuse to work with them.

Landowners have options. They can refuse to pay assessments. They can petition the Board to remove their parcel(s) from the jurisdiction of the GLA. If refused, they can ask the court to intervene and grant their request. Landowners can also petition the court to dissolve the GLA corporation. They can work with Park County and the State of Montana to have roads upgraded and maintained via an RSID. Landowners do not have to settle for a dysfunctional Board. The power to change their community and protect their property values is fully in their hands. Will they rise to the occasion or will they simply allow the corruption and dysfunction to continue?
