GLA Road Chair Refuses to Plow Roads - Major Accident Ensues
On January 20th, 2021 Glastonbury Landowner's Association (GLA) Road Chairman John Carp sent the following email to the GLA Board:
As a result no plowing or sanding has been done since in Glastonbury. As Carp predicted, more snow has fallen. Some has melted and several roads are quite icy.
On January 23 a vehicle slid on ice on Capricorn in North Glastonbury and collided with the guardrail.
John Carp, who is not a GLA Director and thus is not indemnified for his actions while working for the GLA Board, may be held personally liable for both accidents and the resulting expenses. On Sunday January 24th John Carp stated in an email to the GLA, " Isolated spots in North need sanding now". No order was given by him or anyone else for sanding. About one hour later on January 24, another and more severe accident happened on the same stretch of road. Two cars were involved and one sped off. The other car appears to be totaled and had to be towed away. It is not clear if anyone sustained injuries or if an ambulance was called.

to Official GLA Board,
Due to the fact that the GLA has not approved the road contract that the RC approved, I will not put myself in a dubious position to dispatch the contractor for plowing without said contract.
Snow is forecast for the next couple days. Although not a storm, plowing may be required.
I would recommend a Board member do the dispatching.
One option for the Board is to approve the current contract for one month.
The Board could then create their desired contract.in that time. At least there would be a contract in effect until a preferred contract is created.
I leave this in the hands of the Board.

The GLA Board still has not agreed upon a contract for Standish Excavation. Standish has submitted several dubious bills and large cost overruns. According to sources no other firm has been contacted or is being considered for snow plowing.
