Motion to Reinstate Ed Dobrowski On The GLA Board
Glastonbury Landowner's Association Director Tim Brockett caused many board watchers to scratch their heads when he introduced a Motion to reinstate Ed Dobrowski on the GLA Board. Ed Dobrowski submitted his resignation on August 27, 2020. Dobrowski stated that it was effective at "the end of the year". The Board accepted his resignation by taking actions to fill his vacancy. The Board President also acknowledged Dobrowski's end of the year resignation in an email to Election Chair Jerry Ladewig. On the eve of the Annual Election, November 13, 2020 Dobrowski abruptly attempted to rescind his resignation. Just an hour or so later Director Mizzi was successful in getting the 2020 GLA Annual Election indefinitely postponed. If Dobrowski was not allowed to rescind his resignation the members who wanted the Annual Election to proceed would have held a majority position after the "end of the year".
Director Brockett found a similar situation recorded in the 1997 GLA Board Minutes. On Friday, April 30th Brockett stated in an email to the GLA Board:

Ed Dobrowski made it clear in numerous emails during 2020 that he was resigning from the GLA Board "by the end of the year". The Board accepted his resignation but did not expect to fill his vacancy until the 2020 Annual Election. Since the 2020 Annual Election did not happen, no one has taken his place on the GLA Board.
There is a precedent for a director resigning and then wishing to rescind that action. The GLA Minutes of November 1997 8.1, show that GLA South Glastonbury Director Linda Kremer sent a resignation letter to the GLA Board. Her resignation was accepted by the Board.
In the January 5, 1998 GLA Minutes, 6.1, it was reported that "Linda Kremer is still reconsidering her resignation". Like Linda Kremer, Ed Dobrowski has also reconsidered his resignation and stated that he is rescinding it. By doing so he has acknowledged that he did in fact, resign.
At the January 19, 1998 GLA Board Meeting the Minutes, 3.1, state that Kremer asked the "board for reinstatement as a South Glastonbury board member". The board agreed and passed a motion that allowed Kremer to fill the vacant position.
Laws require that everyone be treated equally. Since Linda Kremer was allowed, in effect, to rescind her resignation, then Ed Dobrowski should be allowed to do the same.
I understand that Ed Dobrowski initially resigned because his construction work did not allow him ample time for board work. The housing boom in Montana has only grown bigger since then and I expect Ed Dobrowski will not have time for the GLA in 2021 either. I will be voting no to the below motion.
I make a Motion:
"That Ed Dobrowski be allowed to rejoin the GLA Board and fill the vacancy caused by his 2020 resignation."
Upon a second I vote NO.
