Regina Wunsch Resigns from the Finance Committee
Administrator's Note: At the April 27th, 2016 Finance Committee meeting Rudy Parker, the GLA Treasurer, distributed several documents to all Board members and landowners present. Previously these documents were emailed to Financial Committee member Regina Wunsch and presumably Board members. One of the documents came from the personal website of Clare Parker, wife of Rudy Parker. Titled "Ten Year Overview of Snow Removal Costs" it contained erroneous information and potentially libeled Regina Wunsch by making false accusations. The document stated that "a High South landowner took the GLA books to a CPA and had them upgraded to Standard Accounting Practice, they came back with snowplowing no longer broken down into snow removal districts. Now we can't tell where the money was spent".
Essentially this "High South Landowner" stood accused of altering the books for personal gain. No evidence was offered. The night before the Finance Committee meeting, Regina Wunsch wrote a letter to the Committee and refuted the allegations. The Finance Committee photocopied her letter and distributed it along with the baseless allegations at their public meeting on the 25th. No one was told at the meeting that the "Snow Removal Costs" paper was NOT an official document. It was entered into the public record and assumed to be accurate and true. Regina protested at the meeting but her words, like so many times before, were ignored.
It is the Forum's opinion that the GLA Board has once again placed all landowners at legal and financial risk by approving and allowing false and potentially libelous information to be officially distributed. Today, April 29th, Regina Wunsch made public her letter to the GLA Board where she is officially resigning from the Finance Committee.
Her letter follows:

To the Members of the Board,
I hereby resign from the finance committee.
At the last finance committee meeting on Wednesday, April 27, the head of the committee, treasurer Rudy Parker, handed out a Snow Report as part of the financial information that not only contained financial information, but personal comments by the preparer. Among those comments was the statement that since the books were corrected to Standard Accounting Practice by a high South Glastonbury landowner the snow costs were no longer available by district. Implied was that this was the motive for this high South resident to have the books redone.
The reports were sent to all committee members the night before the meeting and I sent a clarifying email to the treasurer, on which I copied the entire board, in which I explained how to access the breakdown by district, the reasons why certain information was not available in 2014 and the problems with the snow data from the “old” books, prior to 2013. I also included a copy of the 2014 snow report that I had prepared for the Board’s year end financials for that year, the data for which is available in the current QuickBooks. Furthermore, I requested that the untrue allegation in the snow report be corrected.
But as I discovered at the financial meeting, the statement regarding the unavailability of data was left in the “report” and a copy of my email was attached.
When I protested to the committee board members present that they had distributed an untrue statement that basically implied my motivation for having the books brought into compliance was to hide the snow costs incurred for High South, in spite of my having advised them that the allegations regarding the non-availability of data by district was not true, the author of the snow report—a non-committee member-- said, that was because she was still not convinced that this was not my motivation. The reason for this being, she continued, was that she did not believe my statement in my email to Rudy and the board that it was the board’s responsibility to tell the snow plow operator how to fill out their timesheets, not the dispatchers. She then alleged that my husband Walter was the employer of the snow plow operator and told the operator not to separate out the costs for low and high South Glastonbury—with the intent to hide the costs for high South. It was left up to me to refute these allegations and, in my opinion, I was basically put on public trial by the board members of the committee. Also a board member of the committee, interjected at some point when these accusations were being made by the author of the board’s snow report, that the 2014 Snow Report I had created was “fishy”.
I personally consider the board’s publishing of a landowner’s suspicions and false statements as part of the financial reports handed out to the landowners character assassination and libel. By including them in the “official” reports that are handed out by the board, it gives them validity and also implies that the sentiments expressed are shared by at least the board members on the committee, if not the whole board. I believe that this is an abuse of office, as is basically putting landowners on public trial based on someone’s suspicion of ulterior motives.
I do not believe in conducting business in this manner and do not want to be associated with these kind of practices. Therefore, I hereby resign from the finance committee.
I also do not want to put myself in the position of another report distributed to landowners by the board that implies ulterior motives for any assistance I might give regarding the GLA books and another public “trial”, therefore I will no longer render any kind of assistance regarding the books to the financial committee. The board will have to pay someone to provide the information they need.
As Julie and Micah of the Accounting Service contracted by the GLA have been relying on my help in clarifying confusing or incomplete instructions regarding data entry and information needed in the financial reports and I am presently the only person that knows what is wrong with the current landowner statements/accounts and the only person that can answer their questions regarding the necessary recalculations and assure that they are done correctly, I will contact Julie to see how she wishes to proceed under these circumstances.
I am forwarding this email to the Glastonbury Landowners Group for distribution to the landowners as the Board has distributed false and unsubstantiated allegations regarding the “new” QuickBooks in spite of being advised that the allegations made in the report were not true.
