My name is Frances Owen & I reside at 263 Hercules Dr. Emigrant, Mt. 559027. I am responding to the Public Meeting for Open Cut Mining Permit by Riverside Permit # 2824 on June 20th at Emigrant Hall in Emigrant by the DEQ. Thank you for this comment opportunity.
I strongly object to this permit being given to Riverside by the Story’s for a 20 year Lease, Sale or any other permit being given for an Asphalt Plant in Paradise Valley. It will potentially be a hazard to our Community’s Quality of life as well as well as all of the Homes & Families, & Environment along HWY 89 from Livingston through Yellowstone Natl. Park. It would effect the water quality of The Yellowstone River & ECO-System, the Quality of Air,( producing Oily SMOG POLLUTION), THROUGH THE ENTIRE PARADISE VALLEY), Traffic Pollution, with Diesel Trucks, Dust, Noxious Smell, Solid Waste. Oil Spills which would effect especially our precious water in Creeks & Rivers, Irrigation in the Farms & Ranches & most precious Birds & Wild Life, let alone the Human Element. And, let us not forget we are the extended Stewards of our most precious National Treasure, Yellowstone National Park, teaching this Stewardship to our next generation. This Noxiousness also produces carcinogens to all our health in Paradise Valley & beyond.

We get 75 mile an hour Winds down our Paradise Valley into Livingston. We got smoke so bad from Canada this Spring, you could not hardly see down our alley. What effect do you think what would happen on a daily basis 24/7, 365 days a year, with night lighting & noise from the trucks & machinery, would do to our ECO-SYSTEM. In 1986-87 We were evacuated from our homes due to the Wild Fires in Yellowstone. This was not Man-Made, but by nature. At the elevations of 6400FT. in Emigrant we are required to cut down the slash form the trees & keep our brush watered & cut down to protect our Homes & Valley from Fires & Pollution within 300 FT. of our home. I share a fences with the Story Family & National Forest Service. What do you think will happen if this Asphalt Plant is allowed to exist!!!!! Is there no concern for our friends, families & neighbors. We spend a lot of time in hard work to keep our Valley safe, protected & healthy for our Family’s & Wild Life. We had a terrible fire in 2006, losing 14,000 acres, losing homes & Wild Life. This was caused by Lightning hitting a transformer on The Big Sky Ranch, again being evacuated from our homes. Again, not Man-Made but by Nature. This ASPHALT PLANT would be a Man-Made Disaster if it is allowed to happen by the Story’s & Riverside, & DEQ.
We as Home Owners, Farmers & Ranchers have paid our dues in Paradise Valley, Emigrant. This is a slap in the face to everyone who has the RESPONSIBILITY OF THIS VALLEY, including the DEQ, if this is allowed to happen. PLEASE DO NOT DO IT, WE IMPLORE YOU!!!!
Our personal concern are our Aquifers on our 30 Acres of Land that produces purified water quality, not only to our home, but to the Creeks & Rivers that run to the Yellowstone. The Asphalt Plant is planning to STRICT MINE down to at least 400FT. to produce Gravel. We have several Gravel Pits all ready in the area without adding more, along with asphalt. If Yellowstone Park is at risk, what do you think will happen to our Aquifers, even without an Earthquake from Nature.
Finally, with all of the above let us not have to change the name of our Valley from PARADISE VALLEY TO PITCH ALLEY. Let us not tar our Bird’s Feather’s, but instead let them continue to live in Paradise, & continue to richly provide us with Beautiful Song, & with our Fish in the Waters of Life.
