GLA Board,
Please see the attached Format Complaint against GLA Treasurer, Rudy Parker. I request this complaint be put on the Agenda for the August 2016 Board Meeting.
The attached July 2016 Finance Committee Meeting notes are part of this complaint and document the attempt to try to resolve the situation. They also document the numerous issues involved in it – one of the most serious is the independent “charitable” action taken by Rudy Parker, while apparently keeping other Board Members in the dark.
Please also see and reference Chris Williams’ Formal Document Request of 17 July 2016 requesting GLA documentation regarding Discounts Given. According to Charlene Murphy, this is “under investigation”.
Covenant 11.03 to assess each landowner an Annual Assessment apparently has been violated since 2006 in connection with at least 1 landowner granted a 50% reduction in their assessment. This violation was renewed and repeated ~ Mar 2016, evidenced by Line Item 190 Discounts Given of $420.10 in the Jan-June 2016 Profit and Loss Statement. The $420.10 discount is a 50% reduction in 2015 and 2016 Annual Assessments for the same landowner and was granted by GLA Treasurer Rudy Parker without GLA Board oversight nor concurrence. Cov 2.05 was violated in an alteration to Cov 11.03 without a 51% landowner vote.
