Road Advisory Group Met on April 6th, 2017
The GLA Road Committee recently formed a new advisory group consisting of landowners and GLA Board members. The group is tasked with developing a revised GLA Road Policy, and also formulating a comprehensive five-year plan for Glastonbury roads. The first meeting of this Road Advisory Group was on April 6th at Dennis Riley's home in South Glastonbury. Present were GLA Board President Dennis Riley and directors Ed Dobrowski and Charlotte Mizzi. Landowners present were Co-Chairs Claudette Dirkers and Walter Wunsch, Donna Lash-Andersen, Ia Williams, Jeff Ladewig and Tim Brockett.
The focus of the meeting was to develop a common understanding of what the GLA Covenants require and allow for Glastonbury road maintenance. Each one of the sentences in Section 8.01, Paragraphs C and H, was read aloud and then carefully discussed. The same process was applied to Section 11.05 of the Covenants. The group agreed that:
The meeting lasted 2 1/2 hours and covered the covenant basis for a new GLA Road Policy. The next meeting was scheduled for Wednesday, April 19th, 7-9 PM, at SpecTec in South Glastonbury.

- Section 8.01, Paragraph C, requires the Association to maintain a road system to all parcels. Different levels of maintenance may be used for different sections of our community, but ALL sections must be served. It was further agreed that safety should be the first priority.
- Section 8.01, Paragraph H, was understood as a limiting clause. The Association must live within its financial means, and therefore, is not required to spend more money on the roads than it collects in past and current assessments.
- Section 11.05, was interpreted as requiring the Association to spend at least 51% of the available funds on maintenance, repair and snowplowing. It would be left to the discretion of the GLA Board to allocate and spend the remaining funds.
- Section 11.05, was also discussed in terms of fiduciary responsibility. Members discussed what a fiduciary is and how directors should spend landowner funds. For at least one sitting director, this was new territory, which begged the question: Why?
