Motion Gains Steam To Remove John Carp as Road Chair On Wednesday February 10, 2021 at high noon Glastonbury Landowner's Association (GLA) Director Tim Brockett introduced a motion to remove John Carp as Chairman of the GLA Road Committee. Brockett wrote:
The motion has a life of three days. Seven votes are needed for it to pass. Director Mizzie has expressed opposition stating that "now is not the time to remove John Carp" and that "he is a volunteer."
Many landowners have complained of the late and incomplete snow plowing under John Carp. Multiple equipment failures and poor communication plagued the current operation. Some people waited 3 days to get dug out. There were several snow related vehicle accidents in Glastonbury as well.
We will keep you posted on the final vote.

John Carp Removed From the GLA Road Committee Claudette Dirkers Nominated for Road Committee Chair On Saturday morning, February 13, 2021 John Carp was fired from his position as GLA Road Committee Chair and removed from the committee. Seven people voted for his removal: Directors Accatino, Brockett, Dirkers, Dobrowski, Ladewig, McAlister and Sedlak. Three people voted against removing Carp: Director Mizzi, Dubiel and Brozovsky. The motion to remove Carp passed.
Director Brockett created the motion to remove Carp and tallied the votes. Then he made a new motion and nominated Claudette Dirkers for GLA Road Committee Chair. He urged people to vote quickly as more snow is in the forecast. That motion is pending and has a life of three days. We will let you know the results as soon as they are available.

Dirkers Nominated to Replace Carp as Road Chair
Claudette Dirkers was nominated to replace fired John Carp as Glastonbury Landowner's Association (GLA) Road Committee Chair. GLA Director Tim Brockett nominated Dirkers while praising her past performance. Five people quickly voted for Dirkers; Director Brockett, McAlister, Ladewig, Sedlak and Dirkers. The motion has a life of 3 days and expires on Tuesday morning. Five people have not yet voted; Director Mizzi, Brozovsky, Accatino, Dobrowski and Dubiel. Brockett urged them this morning to vote quickly so the new Road Chair can organize a team for the pending snow storms.

Five GLA People Have Not Yet Voted for A New Road Chair Just one day is left for five Glastonbury Landowner's Association Board members to vote Yes or No to elect Claudette Dirkers to the Road Committee Chair position. No one else is running for that position and it is currently empty. The Board previously voted 7 to 3, to fire John Carp as Road Chair and remove him from the Road Committee. Director Accatino, Mizzi, Brozovsky, Dubiel and Dobrowski have not voted on the motion to install Dirkers as Road Chair. Less than 24 hours remains for them to cast their votes. If they do not vote, the motion will fail and the Road Chair position will remain unfilled.
In other GLA road related news: The GLA approved a new snow plowing contract for Standish Excavation over a week ago, However it appears that both Newman Brozovsky and John Carp have failed to get the contract signed by Standish Excavation. This will mean higher costs for the recent plowing and sanding done in Glastonbury. The Board approved contract limited hourly rates and specified which roads to plow. Without a contract Standish can charge his normal hourly rate and be instructed to plow and sand private roads, driveways, county roads, etc. Landowners will have to pay for whatever Standish invoices the GLA for.
Although the Board voted to remove Carp from the Road Committee, Carp stated that he is staying on as snow plow coordinater. That allows him to dispatch Standish to plow and sand any road Carp feels should be cleared. No contract means the GLA Board is handing Carp and Standish a blank check that they can fill in whatever amount they wish for the services rendered.
More snow and wind is expected this week. The roads may get plowed but landowners will not know the total cost until Standish sends invoices. Without a contract the GLA Board cannot easily dispute any excess charges.

How can it be that " Carp stated that he is staying on as snow plow coordinator" if there was a 7/3 vote to fire him from the position of road coordinator and remove him from the Road Committee? ![???](//storage.proboards.com/forum/images/smiley/huh.png)
Can anyone just say they are going to spend GLA funds as they wish? Can I order work from Standish that is needed on Aquila lane and tell him to bill GLA? ![???](//storage.proboards.com/forum/images/smiley/huh.png)
I believe John is at personal risk of having to pay for any road work he orders as he has no authority to represent or spend GLA funds.
Did the Board vote to accept a new contract with Standish or are there others putting up their own money when/if they order any road work?
When with there be an effective board?

Snow Plow Contract Mysteriously Altered; Remains Unsigned by Standish Excavation
The Forum has learned that the Snow Plow contract the Glastonbury Landowner's Association (GLA) board voted to approve has been altered. At issue is whether GLA landowners should pay for winter maintenance of roads that are privately owned and NOT under the legal jurisdiction of the GLA. The original contract specifically listed all platted roads in Glastonbury, that per the Covenants, the GLA is required to plow and sand as long as money is available. Private roads were not listed on the contract. That contract was approved by the Board. Then discussion focused on plowing Church Universal and Triumphant (CUT) private roads. An addendum was suggested but no vote was taken. The original contract was given to Newman Brozovsky. Sometime before he signed it, the discussed addendum was added to the contract. Then Brozovsky signed the contract and sent it to Vice President, John McAlister. The VP signed it tonight.
Director Brockett notified the GLA Board that the original contract was altered. No one on the Board has yet responded to his email.
The contract still has not been signed by Standish Excavation. Therefore Standish can charge whatever he believes is a fair price for the recent snow plowing on GLA and private roads. The exact charges and for what roads will not be known until Standish submits a bill. The GLA will have no recourse but to pay the bill which is expected to be ten thousand dollars or more.
In other GLA news Director Accatino has voted yes to approve Claudette Dirkers for Road Committee chair. Four others, Director Mizzi, Dubiel, Dobrowski and Brozovsky have yet to vote. The motion expires in 12 hours. If no more yes votes are cast, then the GLA will be without a Road Chair. No one else is interested in the job.

Dirkers Loses Bid to Become Road Chair Four Board Members Do Not Even Vote Director Brockett emailed the following statement to the GLA Board this morning:
The Forum has confirmed that Director Mizzi, Brozovsky, Dobrowski and Dubiel chose not to cast votes regarding the motion to nominate Dirkers as Road Chair. Six people voted yes but seven yes votes are needed for actions by email. Thus the motion failed to get the required number of votes within the allotted three days. The GLA no longer has a Road Chair and no one has expressed an interest in running except Dirkers.

Altered Snow Plow Contract Sent To Standish Excavation GLA Board Never Voted to Approve the Alterations Several Forum readers have asked for more information on the altered 2021 snow plow contract with Standish Excavation. The 2020 contract ran out on December 31, 2020. There were several problems with the old contract and revisions were asked for. Specifically: - The 2020 contract ran from the middle of winter to the middle of winter. It was reasoned that summer would be a better time to collect bids for winter snow plowing.
- The 2020 contract did not contain a list of what roads the GLA wanted maintained. It allowed Standish to plow at will and bill accordingly.
- No bids were solicited for High South plowing. In 2010 Rich Spallone plowed all of High South with his skid steer and snowblower. It took less than 6 hours to plow 6 miles of roads covered with 24 inches of snow. Spallone charged $75.00 an hour. In 2019 and 2020 Standish used a very inefficient front end loader and an old grader without a front plow blade. He charged almost $300.00 an hour for the two pieces of equipment and took two days to complete High South plowing after a 14 inch storm. John Carp was asked to solicit snow blower bids but failed to secure any.
Initially the GLA Road Committee wanted the old contract reinstated. After several Board members complained the Road Committee agreed to make changes. In early January Road Committee member and surveyor Gerald Dubiel agreed to come up with a list of platted roads. A month passed and nothing was done. Snow was in the forecast and the thought of the expired contract came to the collective mindset of the GLA. Questions were raised. Finally John Carp assigned the job of writing the new contract to Claudette Dirkers. As the storm moved in Dirkers penned the new contract, included a list of platted roads, and sent the finished work to the GLA Board. The Board, by majority vote, approved the contract. Newman Brozovsky did not approve of it because CUT private roads were not included. The approved contract went to Newman for his signature. Before he signed it, CUT owned roads were added to the contract as three bullet points on the first page.
Sirius and Aries roads are privately owned roads that sit on property owned by Church Universal and Triumphant (CUT). The GLA does not have a legal right to use or maintain them. Sirius paved was created when the for profit mobile home park known as Golden Age Village was created. That too is owned by CUT. All of the property the roads sit on is outside of the legal jurisdiction of the GLA. More details are here. CUT has made it very clear that they expect the GLA to maintain their private road network in North Glastonbury for free and for all eternity.
The GLA Board has discussed the altered contract and several members have declared it null and void. But the Board 5 to 5 deadlock prevents any action to cancel it. Thus the contract was signed by the Board President Newman Brozovsky, Board Vice President John McAlister and sent on to Standish Excavation. It appears that once again CUT private roads will be paid for by Glastonbury landowners.

Standish Snow Plow Contract not Signed? On March 11, 2021 Director Brockett emailed GLA President Newman Brozosky and Vice President John McAlister. Both signed the altered 2021 Standish Snow Plow contract. McAlister stated that he did not realize the contract was altered and thought he was signing the Board approved version. Brockett asked both:
Not receiving any reply and with snow on the way, Director Brockett again emailed Brozovsky, McAlister, the GLA Road Committee and included Secretary Mizzi in an email sent on March 13. He asked: Finally on March 30th Newman Brozovsky answered with a tart reply "I don't know if he has signed it". Andrea Sedlak then noted "The board has not approved the final version".

Forged Contract Signed by Standish Excavation The Forum viewed the final signed copy of the altered contract and can attest that it bears the signature of Chad Standish for Standish Excavation. The original contract approved by the GLA Board was illegally altered and then sent by President Brozovsky to Vice President John McAlister for his signature. John quickly signed the contract without reading it and sent it back to President Newman Brozovsky with a copy sent to all Board members. It was quickly discovered that the contract had been altered to include language that forced landowners to pay for the plowing of Church Universal and Triumphant private roads. President Brozovsky was notified by multiple Board members of the alterations and told that the contract was thus "null and void". Brozovsky disregarded those members and sent the contract on to Standish Excavation for his signature. On April 5 a copy of the final signed contract was shared with Board members.
