GLA Board Monthly Meeting on Monday April 11th, 2016 St John's Episcopal Church, 8 Story Rd, Emigrant, MT 59027 7 PM to 10 PM or whenever it ends.

Synopsis and Commentary "I object to the introduction of religion at this meeting" The meeting started with a robust Pledge of Allegiance to our flag. A prayer read by Treasurer Rudy Parker was next and it was immediately interrupted by a landowner who stated "I object to the introduction of religion at this meeting". The phrase was picked up by other landowners and repeated until it was obvious that Rudy would not be able to recite a prayer. Board president and Church Universal and Triumphant priest, Charlotte Mizzi hammered her gavel and called for order. It was a fruitless endeavor since many landowners no longer respect her authority. Understanding that people would no longer obey her commands, she proceeded to call another authority, the Sheriff. One landowner asked why non-landowners were at the meeting. Charlotte replied that this was a public meeting and they could not be removed. One landowner started to photograph the Board. Charlotte demanded that the photos not be posted in public. Another landowner reminded Charlotte that the US Supreme Court allows taking photographs in public places and allows them to be published as long as no money is paid for the photos. The audience laughed at Charlotte. The President in turn threatened to cancel public meetings and replace them with phone meetings. Dan Kehoe proceeded to scream at landowners in his small, frog-like, croaking voice. His face turned red and the veins in his neck were throbbing with anger. He then stuck his tongue out in response to the landowners laughing at him.
A vote was taken and the GLA Board meeting continued.
Several landowners asked the Board to approve their request for withdrawing their property from the GLA corporation. Landowner Chris Williams gave a spirited and thought provoking presentation explaining why he wished to leave the corporation.
The Sheriff arrived and photos were taken of him and Charlotte conversing outside the Saint John's Church. When Charlotte returned she announced that the Sheriff said this was a private gathering and there was nothing he could do. On Charlotte's cue, Rudy tried again to recite a prayer. Landowners softly started to chant and soon their dissenting voices filled the room. "We object to the introduction of religion at this meeting" they firmly and defiantly stated in a courageous act of civil disobedience. Rudy relented and the prayer was put away. Charlene stated that "we already voted on prayer twice and we are not going to vote on it again". No attempt was made by the Board to discuss the prayer issue and further understanding by both sides.
Chris Williams finished his presentation. Several landowners agreed with him and handed President Mizzi written requests for withdrawal from the GLA corporation. Landowner Tim Brockett addressed the Board and requested that all legal ties between himself and the GLA corporation be severed. He felt strongly that past and current GLA corporate mis-behavior would cause severe problems for the foreseeable future. Tim stated that he had put aside money for an attorney and would seek a legal remedy if the Board turned down his request. He did not believe that it was good policy for the GLA Board to waste precious funds on coercing or forcing landowners to belong to an organization that they wished to leave.
Dan Kehoe immediately read a motion from his laptop computer screen that was obviously prepared in advance. His motion was to deny all landowners their request to leave the GLA. Ed Dobrowski seconded the motion and the Board asked if there was any discussion. Charlene nervously and quickly recited that she was concerned that a later owner may build something that violated the Covenants and/or Master Plan on Mr Brockett's property. Tim Brockett answered that he was willing to live with the guidelines set forth in those documents and pass those restrictions on to a new owner. Gerald Dubiel asked about road maintenance. Tim responded that he already donated $20,000.00 to the GLA for High South roads and was willing to pay a road impact fee. Tim further suggested that the Board work with landowners who wanted to withdraw their property and bring in the board attorney for advice and constructing legal agreements. Ed Dobrowski withdrew his seconding of Dan Kehoe's motion. Charlene quickly added her voice as a second and the Board moved rapidly to a vote. No further discussion ensued and the Board voted to deny every landowner request even though a lawsuit appeared imminent.
The SG 51 Rakela Driveway Project Review Application was discussed. A number of issues arose including an easement that appeared to be illegal. Committee landowner member Leo Keeler gave a detailed presentation which shed light on many of the problems. At one point Charlotte asked for a vote. It was finally decided to table the application until it could be discussed at the next Project Review meeting on April 18th at Liberty Hall, 7 PM.
The Treasurer's report was very short because there were no financial documents to discuss. Unable to produce the documents himself, the treasurer depends upon an accountant and bookkeeper to prepare them. One of them was out due to family illness and thus no financial data was available for landowners. Last month no copies of the financial reports were available to landowners; this month there was no data or copies.
The newest collections policy was discussed and the amnesty provision was tabled. It was noted that after the 30 day landowner review the Board could vote separately regarding amnesty. Some landowners saw this as a back door method to give away over a hundred thousand dollars to landowners who have not paid their assessments for up to 21 years. That proposal was discussed in detail at the April 6th, 2016 Finance Committee meeting.
The April 2nd "Board Listens" meeting was next. Communications Chair, Dennis Riley, asked for Board involvement in addressing the issues landowners discussed at the meeting. President Charlotte Mizzi suggested that any Board involvement would be on a voluntary basis. Board members stated that only a minority of landowners attended and most of what the dissident few complained about were "unsubstantiated allegations". Dan Kehoe went on to state that it is "not our problem if landowners do not trust us". This elicited a collective gasp from the audience. Once again, landowner concerns were invalidated and dismissed by the Board. Another Board Listens meeting was tentatively scheduled for June 11th at Emigrant Hall.
Ed Dobrowski spoke briefly for the Road Committee. He contacted a road engineer who wants $1,500.00 to look at our roads. Ed also stated that the engineer estimated it would cost approximately $300,000.00 per mile to pave community roads. This is higher than the $200,000.00 per mile that the Forum suggested. Spread over 400 parcels and financed for 20 years via an RSID the cost for paving a mile of road would drop to $47.69 per parcel per year.
A Road Committee meeting was scheduled for April 25th at Liberty Hall, 7 to 9 PM.
The meeting continued with the Board voting on a number of proposed Governing Document changes. Landowner comments were next. One landowner asked the Board if they were aware of a typo in the Covenants that excluded SG-28 and included SG-23 AKA; The Teaching Center. Although the article was posted on the Forum two weeks ago it was apparent that no Board member had read it. The Board thanked the landowner and promised to address the issue.

The Official GLA Board Meeting Minutes for this April 11, 2016 meeting were finally approved by the directors on May 16 and sent to landowners on the recipient list on May 19. One reason that it takes so long for the board to publish its meeting minutes is that they need time to go over every written word to edit the content to their liking. The end result is not always truthful, complete or accurate. This has been the practice for years. Do I hear the refrain "unsubstantiated allegations"coming from their lips yet again? A complete unbiased investigation of my claim will prove me correct. You may do this yourself by comparing the board's official minutes (if you can get them from somewhere other than this forum) with postings by landowners here and at the GLFPC web site linked below. Now the board is being ever more indignant and adamant that any of their minutes not be made available to the members via this forum, and they now bear a watermark imprint stating "Confidential Do Not Copy or Post," with the words "or Post" appearing for, I believe, the first time. What exactly is this and past boards hiding? Their actions speak louder than words!
