The Glastonbury Landowner's Association (GLA) will hold a Special Board meeting at 7 PM on Sunday January 24th. Landowners may call in at 406-272-4075 or 877-660-4969. The only agenda item listed is to discuss what ballots and material will be sent to landowners so they may vote on whether to remove 5 directors from the Board via the Parker Petition. The first petition presented to the GLA to resume the 2020 Annual Election is being ignored in favor of the Parker Petition which was submitted at a later date. The only materials to be presented were written by Director Mizzi. Five directors that Mizzi wants removed from the Board will be asked to approve the materials for their removal.
The meeting is illegal for three reasons:
- The meeting was called by former GLA Director and President Newman Brozovsky. His term ended on December 7th, 2020. He no longer possess the legal authority to call a Special Meeting.
- The meeting was called without providing the lawfully required 3 day notice.
- The GLA Board only has 3 legal members left. 4 members are needed for holding a meeting.
Since October 1 2020 when the GLA Board voted to uphold Election Nomination rules and disallow nominees who did not adhere to them, 5 directors have declared war on the other 5. Five old timers want to remove the five newcomers on the GLA Board. Surprisingly the newcomers have enabled the old timers to remove them. Several have doubled down in the intensity of the work they do for the GLA by assiduously collecting and processing landowner assessments. One newcomer voted for the February 27th Members Meeting where she will likely lose her job.
Some newcomers have protested that tonight's Special Meeting did not adhere to the Bylaws for there was no 3 day notice. Other newcomers have complained loudly that the Board is violating more laws by not "acting as a whole". But not one of the newcomers seems willing to challenge the legality of the old timers who decided to stay on the Board even though Term Limits ended their terms or in the case of Ed Dobrowski, who resigned. Like the old timers, the newcomers appear to be picking and choosing what laws should be enforced and what laws they can ignore. Their actions seem suicidal. It is difficult to see how their actions will improve their status with landowners. Could they ever win another election?

As did old timers Newman Brozovsky and Gerald Dubiel. Along with the two previously mentioned past directors, the newcomers are "pretending" to be directors. They come to meetings, vote on behalf of landowners and contribute to the GLA Board email system. They handle landowner's money, write and sign checks and make deposits. In their minds they are still directors; legal representatives of the people.

As has been stated before, only three GLA Directors remain as legal representatives of the people; Accatino, Brockett and Mizzi. Three directors is not enough to hold a meeting which means the GLA is unable to conduct business.

The only legal recourse left is to enlist the assistance of Park County courts to help clear this mess up. Or simply dissolve the GLA and go to a Roads Only form of community maintenance. To date many landowners have seemingly been unaware of how far the GLA has fallen. A few have posted comments on the Forum and a few more have enclosed comments with their assessment payments.

The GLA is sharply divided. The old timers have declared war on the newcomers and appear to be winning. The GLA no longer represents all landowners nor does it act as a whole on their behalf. The Board is not even able to communicate a unified message to landowners. Since October 1 both newcomers and old timers have sent out numerous and conflicting communications to landowners. Each side defends themself and denigrates the other side. How long can a house divided stand? When will the people's business get done?
The people's money is being eagerly accepted but foolishly spent. Legal costs have skyrocketed, the Road budget is tremendously overspent and the reserve funds appear to be gone. Financial statements have not been posted on the GLA web site in over a year. A large stack of absentee ballots cast in the 2020 Annual Election remain to be counted and the Election completed. When and how this all ends remains to be seen. If more landowners do not speak up soon, they will likely end up with a "harmonious" GLA Board that they may not appreciate.
